You should be able to get to the viewing area before sunrise. While there is an entry building you pass, I don't believe there is a gate that is closed in the off hours. If you had to make a choice of where to watch sunrise I'd suggest that Monument Valley is a better sunrise location.

There is nothing else to do at Goosenecks. You can drive in and out in 10 minutes. So, is the $5 fee worth the time for maybe a picture? Go to Valley of the Gods. It is like a mini monument valley and you don't have to pay to enter because it is managed by the bureau of land management. It is beautiful. Monument Valley is further south and is under the control of the Navajo Nation--it is not a national park. You must pay a fee to enter and you must pay additional fees for guides if you want to see anything other than the 17 mile scenic loop. North off 95 and 275 is Natural Bridges National Monument. It offers beautiful views and trails to each of the bridges as well as a complete connecting trail to all the bridges. Have a good trip.
