The fraudulent text message asserts that the receiver must follow a link to pay outstanding "FastTrak Lane" tolls to avoid fines and maintain their driver's license. FasTrak, which has a slightly different spelling,

If you receive a text message from someone claiming to be from the Harris County Toll Road Authority and demanding payment for outstanding tolls, don’t do it.
